Government to Sync Product IDs with Official Lists to Unlock Tax Refunds and Benefits

The Indian government is working to resolve a digital mismatch that has left exporters in a state of uncertainty. The issue revolves around product IDs or HSN (Harmonised System of Nomenclature) codes used by customs, which do not align with the official lists issued by the Directorate General of Foreign Trade (DGFT). This discrepancy affects the ability of exporters to claim benefits under certain incentive plans, including the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme.

The mismatch can result in exporters being unable to claim benefits immediately, requiring additional verification and potentially leading to delays and a temporary blockage of funds. The issue is more pronounced in sectors such as gems and jewellery and textiles, where product classifications can be more nuanced.

The government is addressing the issue by fixing the ICEGATE portal, which is used by exporters and importers. The portal will be updated to ensure that HSN codes in government policies match with what is available on the portal. This alignment is crucial for exporters to claim benefits under schemes like RoDTEP, which refunds certain taxes and duties that exporters incur but cannot otherwise claim back. The benefits are tied to specific HSN codes notified by DGFT.

HSN codes are internationally standardised numerical codes used to classify traded goods, forming the backbone of customs tariffs and trade data.
